Cumberland Goes To War is a community heritage project coordinated and promoted by Allegany County Tourism in partnership with the Canal Place Preservation and Development Authority, the City of Cumberland, Western Maryland Scenic Railroad and the Allegany County Chamber of Commerce. Funded in part by the Maryland Heritage Areas Authority, the Allegany County Commissioners and the City of Cumberland. Born March 28, 1921 in Cumberland, MD. William served in the 454th Engineer Depot, stationed in the Persian Gulf Command. He served from June 1942 to November 1945 and attained rank of Corporal T-5.


He retired from the City Utilities of Springfield, Missouri and now resides in Marshfiled Missouri near Springfield.


William's older brother, Harry Melvin Whisner was born in Cumberland in 1908 also served in the Army during WW II. Harry served under General Patton in the European Theatre and was wounded in battle.


He later worked as a parking meter inspector for the City of Cumberland. He died in Cumberland in 1964.


They were the sons of the late William Arthur Whinser and Daisy (Blackburn) Whisner. Their sister Edna Soulsby resides in Cumberland.
