Cumberland Goes To War is a community heritage project coordinated and promoted by Allegany County Tourism in partnership with the Canal Place Preservation and Development Authority, the City of Cumberland, Western Maryland Scenic Railroad and the Allegany County Chamber of Commerce. Funded in part by the Maryland Heritage Areas Authority, the Allegany County Commissioners and the City of Cumberland. USS Phoenix (CL-46) Cruiser

After graduating from Mount Savage High School in 1936, he worked in the brickyards. He had to travel to Martinsburg, WV to enlist in the Navy in 1939, because there was no recruiting station in Cumberland.
He joined the Phoenix at San Diego, CA on Dec. 5, 1940 - almost a year to the day before Pearl Harbor. He served aboard that ship during the remainder of World War II, participating in naval battles in Guadalcanal, New Guinea, the Philippines and Borneo. He was honorably discharged on Oct. 12, 1945.
Counting his active duty and service in the Naval Reserve, Mr. Shaffer served in the Navy for 37. He retired in 1980 as a chief petty officer.
Note: The USS Phoenix managed to reach the open sea without being hit and no one aboard was wounded.
